Position Summary
The HR Specialist for Recruitment & Talent Acquisition is responsible for the analysis, review and administration of the Connecticut State Colleges & Universities (CSCU) recruitment and hiring strategies, procedures, and policies of non-represented Management/Confidential personnel, and unclassified and classified bargaining unit employees at the community colleges and CSCU System Office.
Essential Duties and Responsibilities
Under the direction of the Manager of Recruitment & Talent Acquisition, the Human Resources Specialist for Recruiting & Talent Acquisition is responsible for effective performance in these essential duties:
Key responsibilities include:
- Develops and executes CSCU recruitment strategies to attract diverse applicant pools in meeting current/anticipated staffing needs.
- Performs searches for qualified job candidates, using sources such as computer databases, networking, internet recruiting resources including social media, job fairs, recruiting firms, or employee referrals across college campuses and the CSCU System Office.
- Collects and analyzes the latest recruiting trends and applicant/search data; identifies problems and makes recommendations to enhance the effectiveness of CSCU recruitment strategies. Assists the Director of Recruitment & Talent Acquisition in researching and identifying a comprehensive applicant tracking system for the recruitment of unclassified positions.
- Reviews employment applications to assist campus search committees in determining those applicants who meet minimum job qualifications including required licensing and/or certification credentials.
- Charges search committees with affirmative action goals in coordination with the Affirmative Action/Equal Employment Opportunity COE, and provides search committees a review of CSCU recruiting procedures and practices.
- Informs job applicants of details such as duties and responsibilities, work schedules, working conditions, and promotion opportunities; and liaisons with the Compensation, Benefits, and HR Admin COE in communicating appropriate compensation and benefits information.
- Schedules and assists college and System Office interview committees with candidate interviews.
- Schedules and assists colleges in conducting new employee orientations.
- Contacts job applicants to inform them of the status of their applications.
- Conducts reference checks and/or pre-employment background screenings on job applicants.
- Liaisons with the Compensation, Benefits, and HR Admin COE in hiring employees.
- Prepares and tracks procurement documents with third party vendors regarding recruitment activities such as online job application and posting tools.
- Prepares system-wide staffing forecasts to project employment needs.
- Prepares CSCU internal and public job postings as appropriate.

Minimum Qualifications
Bachelor’s Degree in Human Resources Management, Business Management, Public Administration, or related field.
Required Knowledge, Skills, and Abilities:
- Three (3) years prior experience in the principles, practices, and techniques of recruitment and talent acquisition
- Ability to work effectively with individuals from diverse academic, socioeconomic, cultural, and ethnic backgrounds, including individuals with disabilities
- Excellent interpersonal, oral, and written communication skills
- Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, Teams)
Preferred Qualifications
- Experience with collective bargaining environments and unionized workforce practices, including navigating related hiring protocols and compliance considerations.
- Advanced proficiency with applicant tracking systems and HRIS platforms (such as JobApps or CORE-CT), including data reporting, analytics, and process optimization.
- Proven ability to build strategic partnerships with hiring managers, community organizations, and external talent sources to strengthen employer branding and candidate engagement.
- Experience designing and delivering onboarding programs and new employee orientation sessions that enhance engagement, retention, and overall employee experience.
- Demonstrated ability to analyze recruitment metrics and use data-driven insights to improve hiring strategies, streamline processes, and enhance candidate experience.

Selection Process
